Ekosians

Ekos is populated by a human culture similar to the terrestrial one of the 20th century, but it has suffered a serious shock because of the violation of the Prime Directive from John Gill, a Federation historian. The object of the mission of Gill must be that of observe the local culture,  but it on the contrary has created a political  system similar to that of Nazi Germany (Earth,20th century) instigating a campaign of repressions against the citizens of a neighboring planet, Zeon. An intervention of the Enterprise has set end to the crisis, and John Gill was killed during the resolution of the crisis. Ekos and Zeon has been put in quarantine in order to make them resolve their problems alone in a pacific way.
